It’s down to you to get a good understanding of the place. You can research the area in terms of crime statistics, but go there to visit until you start to get a feel for the place. Talk with the neighbours, see what they are like, and ask them what they enjoy about living in that area. Taking time to explore the space will give you a better idea if it’s somewhere you want to stay for a long time.

It all depends on your age. Do you plan on retiring in the next 20 years or so, or are you going to be working for quite some time?
